DARFUR/DARFURThis evening, Tuesday, September 22, the Save Darfur Coalition will present DARFUR/DARFUR, a traveling exhibit of digitally-projected changing images that provide visual education about the richly multi-cultural region while exposing the horrors of the ongoing humanitarian crisis. The images will be projected at large-scale in Grace Plaza in New York City, timed to coincide with the UN General Assembly, and preceded by a brief program. Speakers include U.S. Special Envoy to Sudan Major General Scott Gration, Save Darfur Coalition president Jerry Fowler, Darfur/Darfur curator Leslie Thomas and photo journalist Ron Haviv. Partners for Peace

Our friends at Humanity United and several other groups have launched a new initiative called Sudan Now. We joined with them in a series of print and online ads this week as the Administration’s long-running Sudan policy review appears to be entering its final stages. It’s vital that the Administration get the policy right. Key elements in a strong policy will be that it is:

  1. comprehensive (addressing Sudan’s interlocking crises, including Darfur, implementation of the Comprehensive Peace Agreement that ended the war in southern Sudan and the proxy war with Chad);
  2. multilateral (the U.S. must work with other countries that have leverage on the various actors to address these crises);and
  3. based on a balance of incentives and pressures.

Above all, effective implementation of the policy will require the personal and direct engagement of President Obama. More details on what we’re looking for can be found in the letter to President Obama signed by more than 113,000 citizens that I delivered to Special Envoy Scott Gration on August 5.

Meanwhile, we also have partnered with the Sudan Inter-Faith Working Group, a broad array of faith-based organizations, in the Moved by Faith initiative. Together, we are seeking clergy of all faiths to sign on to a letter that tells President Obama that his “strong leadership is critical in realizing peace and justice in Sudan.” The complementary efforts of Sudan Now, Moved by Faith and the citizen sign-on letter show the breadth and passion of the movement calling for President Obama to lead for peace in Darfur and all of Sudan.

Potential Progress in South Sudan

News out of Juba (the capital of South Sudan) yesterday: The Sudan People’s Liberation Movement (former southern rebels) and the ruling National Congress Party reached an accord to advance implementation of the Comprehensive Peace Agreement (CPA). The CPA ended the long-running war in southern Sudan in 2005, but implementation has been faltering badly. We need to learn more details to really assess the impact this will have in advancing peace in Sudan. And of course follow through, especially by Khartoum, is always an open question. But this could end up being an important step toward heading off renewed war in southern Sudan.

Special Envoy Scott Gration deserves props for his facilitation efforts. Now he has the tough job of keeping the parties to the timeline they agreed to.

Two vital issues, though, were not addressed: how to deal with the flawed 2008 census and arrangements for the 2011 referendum. The debate over these is fueling distrust between the parties, and an early agreement on them is necessary in order for preparations for the 2010 elections and referendum to proceed. My colleague at Enough, Maggie Fick, has a good post on the key referendum issues.

Other reports have it that both the NCP and SPLM pledged to resolve the political and humanitarian crisis in Darfur before the scheduled national elections set for April 2010. This is vital recognition that Sudan’s interlocking crises cannot be addressed in isolation. U.S. leadership, including personally from President Obama, is more needed than ever.

A Great Loss

Our community lost a great friend and leader over the weekend when Ken Bacon died after a courageous battle with melanoma. As president of Refugees International, Ken was one of the first advocates to bring attention to the crisis in Darfur. More than that, he was a tremendous role model for anyone seeking to promote the public good. His was a gentle soul, and he combined a deep passion for service with compassion for those who are vulnerable and a pragmatic sense of the possible. I’ll miss him fiercely.
